What is PAS 2035?

PAS 2035 — Publicly Available Specification for the retrofit of domestic buildings — is the UK standard for domestic retrofit. It sets out a clear process for improving the energy efficiency of existing homes, with defined assessment, design and coordination responsibilities and requirements to manage conflicts of interest.

For housing associations, appointing SPS provides independent assessment, design and coordination alongside your retrofit delivery programme.

Why Independence Matters

A contractor who assesses properties and installs measures may have a conflict of interest. Housing associations procuring retrofit programmes can appoint SPS as an independent assessor, designer and coordinator, with recommendations focused on the property.

SPS works only on the assessment and coordination side. We have no financial interest in which measures are installed or by whom — giving your organisation and your tenants the confidence that recommendations are based solely on what is right for each home.

Funding & Compliance

PAS 2035 compliance is required for access to several major retrofit funding streams in Wales, including the ORP (Optimised Retrofit Programme). Our documentation and reporting is designed to support funding applications and audits.

SPS is TrustMark licensed — the Government-endorsed quality scheme required for PAS 2035 retrofit work under government-backed funding programmes.
